The Reality of Island State Biosecurity

Rabies-free nations maintain strict biosecurity perimeters to prevent rabies, canine brucellosis, and exotic parasites from crossing their borders. For these destinations, pet relocation cost is dominated by government facility boarding, entry permits, and mandatory inspection charges.

1. Australia: Department of Agriculture, Fisheries and Forestry (DAFF)

Australia operates the Mickleham Post-Entry Quarantine (PEQ) facility located outside Melbourne, Victoria. All dogs entering Australia must land at Melbourne International Airport (MEL) via manifest cargo, regardless of whether your final home is in Sydney, Brisbane, or Perth.

Fee Component Official Australian Rate (AUD) USD Equivalent (~2026)
DAFF Import Permit Application $480 AUD initial + $240 assessment ~$460 USD
Mickleham 10-Day Minimum Quarantine Stay $2,200 AUD flat baseline ~$1,420 USD
Mandatory Brucellosis / Leishmania Tests $450 – $700 AUD ~$300 – $450 USD
Internal Domestic Transfer (Melbourne to final city) $350 – $900 AUD ~$230 – $580 USD

2. New Zealand: Ministry for Primary Industries (MPI)

Similar to Australia, New Zealand requires an RNATT rabies antibody titer test followed by a 180-day countdown before arrival. Upon arrival in Auckland, dogs must complete a mandatory 10-day quarantine at one of four privately operated, MPI-approved quarantine facilities (e.g., Qualified Pet Services or Pethaven).

3. Japan: Ministry of Agriculture, Forestry and Fisheries (MAFF)

Japan permits a 12-hour quarantine exemption if and only if you execute their 7-step protocol with complete precision:

  1. Sequential ISO microchipping followed by two lifetime rabies vaccinations.
  2. FAVN blood test with a titer ≥ 0.5 IU/mL.
  3. A full 180-day waiting period residing in the origin country following the blood draw.
  4. Submitting an official "Notification of Importation of Animals" to MAFF at least 40 days prior to landing.

If you arrive before the 180-day countdown expires, your dog must remain in the Animal Quarantine Service (AQS) kennels at Narita or Haneda Airport until the remainder of the 180 days is served. Boarding fees run approximately 3,000 to 5,500 JPY ($20 to $38 USD) per day, which can quickly exceed $3,500 if unplanned.

4. Singapore: Singapore Food Agency (SFA) / AVS

Depending on the country of origin categorization (Categories A, B, C, or D), dogs entering Singapore face 10 to 30 days of quarantine at the Sembawang Animal Quarantine Station (SAQS). SAQS reservations must be booked up to 4 months in advance via the SFA CAPES system. Boarding fees range from SGD $16.80 to $26.25 per day, plus quarantine booking and veterinary inspection fees.
